Luton's Path to Inclusive Growth - Social Progress Index Implementation

Luton Borough Council faced significant challenges, including a lack of understanding of population outcomes, low data maturity, and the absence of a baseline measurement for the ambitious Luton 2040 vision. To address these issues, Impera was engaged to build a ward-level Social Progress Index (SPI) and provide comprehensive training for key staff and councillors.


The objectives were:​

  1. Develop a ward-level Social Progress Index integrating 50+ outcome datasets.

  2. Provide training for staff and councillors to enhance data maturity.

  3. Establish a baseline measurement tool for the Luton 2040 vision.

  4. Inform policy and strategy design for inclusive growth and minimum income standards.

  5. Inform population health management policy design.

Impera developed the following solutions:

  1. Social Progress Index (SPI): Developed and implemented Luton's Social Progress Index, providing a comprehensive understanding of population outcomes at the ward level

  2. Training and Coaching: Provided training for key staff and all councillors to enhance data literacy. Offered coaching for the internal business intelligence team to build sustainable data capabilities.

  3. Stakeholder Presentations: Conducted presentations for stakeholders, fostering collaboration and transparent communication.

The results had an internal and external impact! A new baseline measurement tool for the Luton 2040 vision was established. Another internal impact was an informed policy and strategy design for inclusive growth and minimum income standards. The index contributed to the design of population health management policies. Luton's Social Progress Index was publicly launched, bringing about greater transparency of outcomes. The index was featured in media outlets, including UKAuthority and lutontoday.co.uk, showcasing the council's commitment to data-driven decision-making.​

Impera's holistic approach not only addressed the immediate challenges faced by Luton Borough Council but also laid the foundation for a data-driven culture within the organization. The successful implementation of the Social Progress Index has not only informed strategic decisions but also brought about transparency and inclusivity in Luton's pursuit of the ambitious 2040 vision.
